I understand your point about the word publish, but the ITU request is modeled after previous SDO requests (MEF, IEEE, and ONF) that use the same language.  For the purposes that are known at this time, the language provides the scope needed.  If the scope changes, an updated request would be made.

As written, the ITU can only assign URNs to things that it *publishes*.
Whereas many other organizations want to be able to assign URNs to some things that they do not publish.

Sorry, I read that section hastily and overlooked that the first sentence permits URNs to be assigned to other things than Yang modules.
Nonetheless, I find the emphasis on Yang modules to be surprising.
