CErtainly yes.

In order to understand when, one should understand why 64 is 64.

It is 64 because at some point in time people speculated that IEEE MAC 
addresses will become all 64bit in length.  It did not happen.  Now 
people believe they'll all be 128 bit, but that wont happen either, or 
otherwise SLAAC will break.

Given than, one may speculate that with more time we'll come back at 
making SLAAC with 48bit Interface IDs, which in turn will lead to 
prefixes of 80bit long.  E.g. when Windows 15 will come out the CPE will 
need a 80bit RA from operator in order to SLAAC the in-house PCs.

As an additional hint, one can look at 802.15.4 16bit MAC addresses. 
Currently the IPv6/15.4 RFC makes 64bit out of these 16bit by filling in 
0s.  Maybe one day one may think it's a waste to fill in with 0s while 
one could rather make 112bit prefixes to CPE for HVAC or tap water 
IP-enabled sensors.

So, to safeguard against these evolutions better have a spec that allows 
 > 64 bit to CPE too (in addition to < 64), i.e. 0..128.
