*shudder* - no thanks, that’s a work creation scheme.  Far easier to have one line on the index page that says "If you can’t see an entry for a WG here then that’s because they don’t want one.  All WGs have a Datatracker page that shows their current charter and documents and links to meeting notes and agenda."  Or something like that.
