Please note that the confusingness of the state we have with RFC 9290 is *caused* by unneeded restrictions that xml2rfc puts in implementing RFC 7997.  If xml2rfc could read RFC 7997 and act by what it says, instead of implementing a feeble-minded mechanical interpretation, we would have a less confusing result.

But, yes, at the moment we’re stuck with what we have, as RFC 9290 really needs to be published now.
