I agree; as I have stated multiple times, there is no need for any
process of "merging" (except, possibly of author lists) these drafts to
make progress; the only thing needed is adoption of one or the other (or
none, for that matter) as a WG document and the use of the consensus
process to produce a final document from that point.  Maybe I haven't
been clear enough on that point, however, so let me make it crystalline:
can we stop wasting time and effort on non-WG documents and get to work
on something real, PLEASE?
