I've reviewed this document.
I think it is almost ready for publication.

One comment is that in section 1.4, it'd be good to explain the
sentence a little more such as;

  "These metrics are only applicable to audio applications of RTP in
  which the packet loss concealment mechanism is contained at the
  receiving end to mitigate the impact of network impairments to
  user's perception of media quality."

And one more tiny thing.
s/Adjustment- type/Adjustment-type/
in section 3.2 (p.9) and section 4.2 (p.14)
