There was a WG, mtgvenue, that came up with criteria.  Looking at https://datatracker.ietf.org/wg/mtgvenue/documents/ it seems that trivial edits have been holding up publication for a couple-hundred days. ☹

Please review those docs and post on the mtgvenue mailing list.
