I think section 4 (maybe) could have some discussion of per-app based
resolver selection.

Mobile operating systems can sometimes have more data about which apps are
making which queries than, say, general Unix-derived OSes.

Also, with DoH, this might be something that can be chosen/randomized by
the webpage itself (e.g. on a per-service-worker basis or something; /me
handwaves in W3C).
