Following up on this.

While there were some objections, the community appears overwhelming in support, with two notable objections:

- A detailed legal objection [1].  We have taken detailed advice on this matter which concludes that this is based on an incorrect understanding of our IPR forms.

- An objection based on an idealogical view of web forms [2].  The evidence is that the overwhelming majority of IPR submissions are submitted by the web forms and very few complaints have been received about the requirement to use a web form or the UI of that form.

Accordingly, this proposal will go ahead.
