Huh?
I don’t think STD63 (RFC 3629) had a say in this.

https://github.com/gettalong/kramdown/issues/839 is a bug even without typographic quotes.

(There are useful tools such as `echars`, by the way.
I also have been wondering whether the YAML header could get some options to indicate which characters are actually intended to be in the source repertoire.
We do (unconditionally) warn about HT (TAB) characters already.)
