I don't think BCP26 is normative: implementers don't need to know the rules
to implement.  I'm not sure about IANA.params/IANA.senml.

RFC0020 -- kudos for linking to such a low numbered RFC :-)
It's hard to argue that it's not normative, yet.

The rest look fine to me.
