BCP26 has been normative in the recent RFCs I have co-authored.
Here it provides the definition of the registration policies for 7.3.1 and 7.3.2, so it definitely is a normative reference.

Huh, it seems we forgot to reference IANA.params from Section 7.2, which is where we set up the unit sub-namespace.

The senml registry then goes right into that...
