okay, I've revised the document, going for the "CBOR" double-tag sequence
only, as that seems to be the preference among those who have spoken.

I've asked for a tag for my use case, and once I have it, I'll add my
example.

Comments appreciated: maybe the chairs could chime in on whether this is on charter.
I think that this needs to be marked as BCP (which my document doesn't say yet)
