I believe Matt is referring to a comment that I made in response to a 
question.  The question was something like, if we need a protocol to 
coordinate information (call it a "cookie") between nodes, *must* it be 
specified as part of the solution.  My response was no, "it is out of 
scope of ccamp".  To be more precise, it is not required to be part of 
the solution and may use currently available mechanisms, e.g., something 
from PCE or network management.  "out of scope" is actually too extreme 
as it implies that if some wanted to propose a solution for such 
coordination in ccamp that we would not allow it to be discussed -- 
which is *not* the case.  We'd look at it just like any other 
contribution to the WG.
