The change is still pending, as in, we have not yet renamed the mailing 
list or set up anything formally in the datatracker. However, we have 
made the decision to rename it (as requested by the IESG), and we 
haven't heard any pushback.

When we send the charter back to IESG evaluation, it will include the 
name change to CCWG. Once we are chartered, we will change the mailing 
list name and anything else that might still be named "CONGRESS" right now.
