Dear all,

Per the IESG review, there are concerns about the WG name CONGRESS as 
potentially misleading and causing needless confusion.

A few alternative names have been proposed, see this Github issue: 
https://github.com/martinduke/congestion-control-charter/issues/18

Please provide additional naming suggestions or thoughts (or 
votes-by-emoji in the Github issue) by Sunday March 26 EOD.

The chairs (Eric Kinnear and myself) will then make a decision.
