It certainly doesn't hurt to ask.

I would also like to point out that the ART area is spread very thin right
now.  There are over 30 active working groups.  That means we're going to
feel a lot better if this group clearly has momentum and is likely to be
productive and self-sustaining, rather than something that's going to be
contentious or require frequent maintenance and course correction.  A very
clear charter is going to go a long way here, so someone might want to
start crafting one.
