Saratoga in streaming mode would fit the requirements.  RDP doesn't sound
like a good idea since it's acks and retransmissions won't allow your coding
to have much effect (assuming you're talking about coding above transport).

The FLUTE convergence layer spec that's been brought up here may also
already do what you want:
