Randy:
I agree - the draft does talk about adding a "CID" in a few places already.

That said, the -11 version cut out a whole bunch of Figure call outs, which might be fine stylistically, but there are now a bunch of in anchored references in the text (look above many of the example snippets that had the figure labels removed).  Anyway, it will causes problems for reviewers.
