My concern is that it could be interpreted to 
prohibit work needed for NENA or eCall, that is 
intended for use within a specific continent. 
Let's address your specific concern (general 
purpose solutions).  How about:

	"any solution presented must be general 
enough to be potentially useful in or across 
multiple regions or jurisdictions"
