Thank you for the link Lloyd. I was referring to the case where there is
connectivity between the two layers moving in different directions. i.e.
satellites with the 5th ISL.
If there is no need to connect the layers then there won't be a seam like
issue. But traffic might have to take a longer path to destinations.

Taking the case of the Polar constellation with no connectivity across the
seam as an example, traffic will have to move toward the poles and then
wrap around to get to the other side. Which is perfectly fine from the
routing point of view if delay is not a concern.
