I did start this discussion there, and the original thread can be found
there.  One participant was adamant that this should be sent through a
DISPATCH group to confirm that AD-sponsorship was appropriate.  If that's
the outcome, then that's on the record rather than being an ad hoc choice,
and we can proceed.

Alongside that, any further feedback on what the document currently says is
welcome.
