one possibility would be to establish an IANA one via a separate RFC. 
this could be done, would update the GeoJSON RFC, and would allow us to 
use IANA's registry infrastructure. IANA manages ~2000 registries and 
they have a well-defined process how to establish and manage them.

another possibility is to set up our own registry. that would outside 
the RFC and thus would be more informal than the IANA route. i have been 
toying with registry management for a while and so far never got past 
some initial ideas and experiments. i'd be more than happy to get some 
concrete requirements from GeoJSON and use that as an incentive to put
