Yes.  I remember very well working with Itojun on many IPv6 things.  It is a very big loss that he is gone.

At the time, I was hearing that the KAME IPv6+IPsec also was widely referenced by commercial implementers.  

The Racoon implementation of IKEv1 was especially important.  I am not certain, but I think Racoon was the 1st open-source implementation of IKEv1 for BSD. As far as I know, NRL never implemented IKE, because it was too difficult to get release permissions for IKE.
