I think we're speaking of two different things here.

The condition on a consistent linearisation that I've given above does
not depend on the topology: Bellman-Ford will converge to a loop-free
configuration as long as there exists a consistent linearisation,
whatever the topology.

Now of course, a loop-free configuration is of little help if the
network is partitioned.  So the question you appear to be asking is
how many specific routers do you need in order to converge to
a configuration that actually gets your packets to the right place.

That's a good question, and one to which we don't have a general
answer yet.  A partial answer is the one given in 4.1.
