By becoming the editor of an IETF Working Group draft, Ian has agreed to 
follow the Working Group rules. At least I suppose so.

In any case, members of the WG have complained about some editorial 
aspects of the -00 draft. Maybe Ian is waiting for direction from the 
chairs with respect to this?
