In addition to The Internet Standards Process (BCP 0009, RFC 2026,
http://tools.ietf.org/html/rfc2026) you are looking for The Tao of
IETF (FYI 0017, RFC 4677, http://tools.ietf.org/html/rfc4677) and
there in particular section five, and their references like IETF
Working Group Guidelines and Procedures (BCP 0025, RFC 2418). They
won't answer your question, but help you understand why you asked it.
