Well, I think content neutral wrt work area but not necessarily category
neutral. For instance, Mozilla funded a small part of the hackathon this
IETF. We would have been fairly upset to learn that IETF had decided not to
have a hackathon (or had spent less than we donated on the hackathon) and
had instead decided to use our money to pay for better IESG breakfasts. I
suppose we could say that the IETF can only accept money for the IETF
general fund without regard even to the type of things the money could be
spent on, but I can tell you that that would make it harder for smaller
sponsors to engage.
