Clarification - I was referring to using much of 
draft-walton-bgp-add-paths, not draft-walton-bgp-oscillations-stop.

And by using, I mean creating an encoding scheme that resembles 
add-paths, but with larger scope, and thus looks like a derivative of, 
rather than incorporation of, add-paths.
