If my faulty memory is not faulty on this point, you joined IESG after 
Harald's two-level proposal was posted - version 00 says it was discussed 
with the IESG, but may not have been discussed (again) after you joined.

help with any of these concerns?

Not sure whether either of us should be posting here, on PESCI, or somewhere 
else. If your answer is "no", it's probably for the ietf list, if "yes", for
