It has been constant practice by the IAB and IESG to request authors of
documents to qualify their title properly. The key word is "truth in
advertizing".

You can use whatever title you want for your drafts. Frafts are proposal, they
are certainly not reviewed! But the title of the RFC will be explicit: "X.500
directories", not "the Directory".
