Hi, I do not want to stir watters, but these are my observations: - I continue to work internally at my organisation about IPR and IETF. It takes some time but it progresses. - participation to IETF is also the participation to the email list, maybe in a larg part so. Even if one does not attend to IETF meetings in-person or on meetecho, one can still do a lot of IETF work by email. However: -------- - the registration method on email lists at IETF has no 'Note Well'. For example I just subscribed to the new 'pqc' email list and there is no 'Note Well'. I think I never saw a 'note well' at subscription time on any email list at IETF. - the archives of emails discussions, the slides presented, are all available without going through a 'Note Well'. Just google for them, or maybe use a shortcut like ietf.org/mailman/listinfo /[maillistname] In this situation, one can easily pretend to not be bound to the 'Note Well'. - IPR declaration should be an incentive and not an obligation. This is what I am looking for, the incentives. The obligation is easy to find in an RFC and also easy to satisfy by not participating to IETF. ('participating' is a very loosely defined term). The good untold incentive of IPR declarations at IETF is that there is a website that can be used to search. The search mechanism is well advanced, and works quite well. This is different than at other organisations. This search facility is a great incentive, because the search is open, anyone can search. - the unstructured emails that have been written that contain declarations of absence of IPR IETF should be saved naturally, and not just their digest of the shepherd writeups (which are good too, but not complete). - the silence during time-bound email requests of IPR declarations should be recorded somehow. Hopefully this does not stir waters too much, but are my points of view.
