I would rather recraft the workflow process in RFC2026.

perhaps Note Well type disclosures should in and of themselves mandate a
formal IPR disclosure too. And start a timer for said same. What would the
penalty be for refusing to post an IPR statement once a Note Well statement
became part of the organizational record?
