local-number-digits are defined as:

global-number-digits = "+" 1*phonedigit
local-number-digits  = 1*phonedigit-hex
<snip>
phonedigit           = DIGIT / [ visual-separator ]
phonedigit-hex       = HEXDIG / "*" / "#" / [ visual-separator ]
visual-separator     = "-" / "." / "(" / ")"

So would this be valid: "tel:-;tgrp=foo"?
