Hi,

For what it is worth:

I have just tried Internet Explorer on my Windows.

For the URL https://[fe80::1%25], IE pops up a window asking to verify 
the syntax and retry (literally, in French "Windows ne peut pas trouver 
« https://[fe80::1%25] ».  Vérifiez l'orthographe et recommencez").

For the URL https://[fe80::1] IE then starts Chrome, due to a local policy.

Then I tried Edge, the successor of IE.  It does not accept that %25 either.
