RFC 7844 includes a couple of citations on past experience. There is also the presentation that I gave in Prague: https://www.ietf.org/proceedings/93/slides/slides-93-intarea-5.pdf. Mathy Vanhoef wrote a description of MAC Address Randomization in Windows 10 here: https://www.mathyvanhoef.com/2016/03/how-mac-address-randomization-works-on.html. 

There is work in progress in IEEE 802. Juan Carlos is following it, and may have a good reference.
