What is CAA, is it ICAO?

In Europe there is this new ATM Partnership, and the old CCAM
partnership (Connected Cooperative Automotive Mobility).  In their
relationship one might want to ponder over which identification
parameter would be better to use for a flying taxi:

- based on the VIN (vehicle ID number for heavy vehcles at 0 altitude)
- based on Remote ID (for light drones low altitude)
- based on ICAO 24bit addresses (for planes and heavy drones at high
   altitudes)
- based on some ID used by flying taxis (heavy drones at low altitude).

It might be that the Broadcast Remote ID might be the most secure, but
we might need to want to see how much appropriate is it to more than
light drones at low altitude.

One might also like to consider a more extended vertical scale: from
underground and undersea up to GEO orbits and beyond.  In each of these
there are mobile objects that are communicating.
