François,

Some RSUs, including in America, may need to be securely connected to 
the Internet.  Some not.

When connected to the Internet, and if they are not Routers, they may 
induce some inefficiencies, break the Internet model (like bidirectional 
reachability), and other risks; it depends how it is done.

There is now an updated RSU definition in the upcoming -03 draft.
