Have we heard *why*? Do they not need or want signing and encryption?
Do they think there are technical problems with the solutions being
proposed in the JOSE WG? Do they have aesthetic objections? It would
help to know more about the concerns being expressed (and why they are
not being expressed in the JOSE WG but instead in private to an area
directory).
