For my part, I dont know whether it is in Charter.

What I know is that at this time someone saying we'll meet in November
in-person is equally credible as someone saying we'll meet in two years
time and not before.  Reasons could be mentioned in favor of both.

In such an unknown situation it's probably impossible to Charter text
that says how many times a year to meet in person.
