Hi Spencer,

My apologies for the delay in replying; I took some vacation after the
IETF.  Murray has already put the charter into the process, which means he
asked the IESG if the charter is ready for external review.  There are some
comments from the IESG that are already there (
https://datatracker.ietf.org/iesg/agenda/ and
https://datatracker.ietf.org/wg/moq/about/).

I did not receive any BoF notes from members of the IAB,
