In the discussions that I’ve had, the suggestions have always been that we would have an MNA capability and a per-action capability carried around in some dump truck.  The precedent is RFC 9088.

Thus, the LER would be responsible for applying MNA and actions if and only if all nodes on the path supported the actions required.
