I was remiss in not following up after that WGLC, and I apologise.

I am unhappy to say that the WGLC did not achieve the required 5
reviews.  I find only four reviews (all of them positive) during the
period.  Moreover, I do not find other reviews, outside the period of
the WGLC, that supported the draft either.  Therefore, the draft will
not advance as a product of the working group. 

Speaking only personally, I will state that I think this is a shame: I
believe the draft is useful, I believe what it says ought to be
uncontroversial, and I believe it ought to be published as an RFC.
But with a chair hat on, I cannot in good conscience report to the
IESG that we have WG consensus when we can't even get five people to
read nine pages of text, four of which are boilerplate, and say that
they support it.  I thank Donald for producing the draft, and those
who contributed their reviews.
