If correctly implemented the continuity of a UT1-like scale around a
leap second should not differ from the continuity of that UT1-like
scale at any other time.  Whatever filtering and interpolation is
being done to produce the UT1-like scale should be aware of the
leap second and aware that UT1 itself is unaffected by that.
