Hi Bill

Yes, there are some RFCs on how to write IANA considerations. I know
it is too brief in this draft at this point. It certainly should be
improved before we consider WGLC. We need to specify allocation
guidelines (what is required for someone to get an allocation), the
name of the registry, and the format of the registry (like type and
description). Especially the allocation guidelines is something we
need to discuss.
