This topic came up during the development of
draft-privacypass-rate-limit-tokens.
Centralizing the key-consistency problem space will make citing instances
simpler. Collecting potential solutions in a draft may inspire more focused
thought on the topic. For these reasons, I support adoption and am happy to
review and contribute.
