I don't agree with @RyanAtGoogle here, for two reasons:

1. The upgrade via Alt-Svc only works for HTTP, other protocols might not have any out-of-band signaling of version support.
2. Caching the last seen version only works for the very big players, like Google and Facebook. For infrequently visited sites, version negotiation will still incur an additional roundtrip.

I don't think this change is too complex to implement, and it provides a real-world benefit to the majority of the QUIC users.
