Would it be problematic to actually update the logical priority tree?

>From a DATA frame handling perspective, I'd be unable to serve data for node 3 (because I don't know what the request *is*). That seems like the same classification, unable to make progress, as defined in RFC 7540:

   allocated resources if either all of the streams that it depends on
