it was in the context of the rechartering discussion last December. Matt linked to this message from Jana (https://mailarchive.ietf.org/arch/msg/quic/R-uJhzzXBz-93OTmYupXu8ooJdA/) which seems to summarize the standpoint of the group that is questioning support for multipath in QUIC. I think there were other related messages in that thread.
