[rfc-i] Scaling factors for graphics

Hi.

I understand the reasoning behind deprecating the (absolute) height and
width attributes for artwork, but is it always reasonable to require
SVG, etc. to be rendered at actual size as specified during creation?
Should there be provision for a scaling factor in the (v3) vocabulary?
